Karlo Rojc was a Yugoslavian national hero. After WW1, he was the officer on submarine "Smeli" which is illustrated on top of the sand clock. After he died during WW2, a building (ex.military building) was called by his name. Today in this building is a community center in which numerous (more than 150) non governmental organizations are active.

The mural was created during the "Kistom Kroz Zid" street art festival.
